Peter joined Disability Rights Maine in 1997 as a staff attorney in the Developmental Disabilities Program, focusing on special education. He became Litigation Director in 2000 and Legal Director in 2010. In October 2021, Peter was appointed General Counsel. Peter represented DRM in the Risinger v. Concannon class action litigation, requiring the state to bring children with mental health needs placed out of state, back to Maine and to ensure that they have appropriate services. He also was DRM’s lead attorney in the Rancourt v. Concannon class action lawsuit, focusing on individuals with intellectual disabilities and autism. Additionally, he successfully prosecuted the Dudley v. Hannaford case, one of the first cases requiring public accommodations to modify their policies in order to accommodate individuals with disabilities.
